Scenery Helper (Incomplete, now discontinued)

Sasha Felix, a German university professor, worked on a graphical front-end for the BGLCOMP compiler in 1995. What spurred him to action was the need for a design tool that would speed up the creation of road segments with proper visibility in FS5.

Veteran scenery artist Bill Roccia and a handful of other testers found the early, incomplete releases useful for creating roads.

With all the other scenery designers becoming available, Felix moved on to other projects, but released his incomplete Scenery Helper for scenery artists who wanted to use its road-building facilities. It can also create taxiways, rivers and certain types of surface polygons.

Like Ted Chen's aborted FS Scenery Editor, Scenery Helper may be worth looking at if you're thinking of creating a similar graphical design tool. It requires a screen resolution of 800 x 600.
